The recent Central Urban Work Conference in 2025 explicitly identified "building safe and reliable resilient cities" as a key task, focusing on critical areas such as infrastructure upgrading, disaster prevention and mitigation, and public safety prevention and control. The conference emphasized coordinating urban development with security, using systematic development to build a safety barrier for high-quality urban development.

Since 2008, Tongji University has successfully hosted ten previous Kwang-Hua Forums. The forum themes have consistently addressed major national needs in disaster prevention and mitigation while staying at the forefront of global research in disaster prevention engineering. The 11th Kwang-Hua Forum provided a platform for representatives from around the world to share, learn, and showcase the latest research achievements in the field of disaster-resilient cities.
